Starting 15 September 2026, the Ministry of Law (MinLaw) has introduced a mandatory 3-business-day cooling-off period for unsecured loans issued by licensed moneylenders. This article sets out the details of the framework as announced, including who it applies to and the costs involved when a loan is cancelled within the period.
MinLaw announced on 31 August 2026 that a mandatory cooling-off period of three business days would be imposed from 15 September on all unsecured loans — other than business loans — taken from licensed moneylenders. In practical terms, this means that once you sign a loan agreement with a licensed moneylender, you now have a built-in legal window to change your mind and cancel the loan, at a significantly reduced cost compared to what was previously allowed.
MinLaw developed the framework in consultation with the Credit Association of Singapore (CAS), the professional association representing licensed moneylenders. The Registry of Moneylenders had separately updated the industry’s Professional Service Handbook in April 2026.
Three business days, not calendar days
The cooling-off period excludes Saturdays, Sundays, and public holidays in Singapore. This means if you take a loan on a Friday, your three business days may not conclude until the following Wednesday, since the weekend doesn’t count toward the total. Borrowers should always confirm the exact cancellation deadline directly with their moneylender rather than assuming.
What “cancelling” a loan during this period actually costs
This is the part most borrowers want to understand clearly. If the principal amount of the unsecured loan is $5,000 or less, licensed moneylenders will only be allowed to retain a maximum of $50. If the loan is worth more than $5,000, moneylenders can retain a maximum of 3.5% of the principal, capped at the loan approval fee.
Crucially, no interest will be charged, and the total amount a borrower has to repay cannot exceed the original principal amount of the loan. To put this in concrete terms: if you take a $10,000 loan and receive $9,800 after a 2% approval fee, cancelling during the cooling-off period means you’d repay up to $10,000 — the $9,800 you received plus the $200 approval fee the lender is allowed to keep. You will not pay a cent of interest on top of that.

The cooling-off period is a cancellation right subject to specific conditions, rather than an interest-free or cost-free borrowing facility. The following points apply to eligible loans under the framework:
As a licensed moneylender, Monetium Credit applies the mandatory cooling-off framework in accordance with MinLaw’s published guidelines, across all eligible unsecured loan products, effective from 15 September 2026. Loan documentation issued by Monetium Credit sets out the applicable cooling-off deadline and the maximum cancellation amount in line with the limits published by MinLaw.
Monetium Credit’s lending process is designed around assessment prior to loan disbursement — including affordability checks and a clear explanation of loan terms — so that borrowing decisions are made with full information at the outset, consistent with MinLaw’s stated objective for the framework. Further information on Monetium Credit’s personal loan terms is available on request or via our loan documentation.
Does the cooling-off period apply retrospectively?
No. The framework applies to loans taken from 15 September 2026 onward. It does not apply to loans disbursed before this date.
Are business loans covered?
No. Business loans are explicitly excluded from the framework.
Is any interest charged if a loan is cancelled within the period?
No. No interest is charged on an eligible loan cancelled within the cooling-off period. Only a capped portion of the approval fee may be retained by the moneylender.
What counts as a business day for this purpose?
Any day other than a Saturday, Sunday, or a gazetted public holiday in Singapore.
Does this rule apply to secured loans or loans from unlicensed lenders?
No. It applies only to unsecured loans from licensed moneylenders, other than business loans.
Choosing between emergency funds and personal loans depends on the urgency and size of an expense.
