Loans Scams in Singapore: What Should You Know?

The truth is that in 2026, your family’s perspectives for professional and personal development are closely intertwined with the financial resources you have at hand. Think about it for one second. What was the last milestone in your life that was not at least partially dependent on or affected by your savings or cash reserves? Singapore, for as rich and developed as it is, is still an expensive place for the vast majority of the population, and this means that many of us need to occasionally at least consider the services of private lenders.

 

This, in itself, is not necessarily a significant issue. Agencies like us are well-regulated, we follow strict guidelines when it comes to the conditions of the financial packages we are allowed to commercialise, and we are selective with our clients. But, because we must follow the guidelines of the MAS and we are not allowed to deviate from the minimum income thresholds imposed by the government, you might be tempted to utilise unlicensed money lending. But this can be one of your costliest mistakes.

 

Unlicensed money lenders can make promises that sound extraordinary at first glance. Interest rates for their loans which are far superior to what you can find from conventional banks, or loan repayment terms that are impressive in their flexibility. But what guarantees do you have that they will actually follow up on the loan’s initially agreed terms?  Agencies like us are regulated by the Monetary Authority of Singapore and we cannot utilise hidden or abusive lending practices regardless of the actions of our clients. If you collaborate with us, you have state-backed protection. With an unlicensed lender? You won’t.

The Legal Limitations Are There by Design

There are only 153 licensed private lenders currently operating in Singapore. Have you received a text message presenting the lending offers of an agency that is not on that list? Be aware, loan scams in Singapore are currently rampant. A properly licensed moneylender in Singapore must follow a strict legal framework in order to continue its activity, and cannot charge you more than 4% in interest, for the commercialised loan packages, regardless of their nature.

 

This limitation came into effect on the 1st of October 2025, and it applies across the board, regardless of the loan’s tenure or the borrower’s income level. Moreover, per the limitations of the Moneylenders Act, legal lenders in our country cannot charge more than $60 per month in late payment fees, and the total cost of borrowing from them cannot exceed 100% of the loan principal.  All in all, these are quite straightforward and well-meaning limitations, right? But the problem with unlicensed lenders is that they operate outside of this legal framework.

 

Our agency must be transparent with the stipulations of our contract and if you have a complaint about our services, you are legally allowed to present your case to the authorities. With unlicensed lenders, however, you are playing a lottery. The contract you sign with them, if it’s even present, is not exactly enforceable, as they don’t even operate legally under the contract. So, you might agree to a loan with a 1% interest rate that sounds too good to be true. But in practice, there is nothing stopping them from changing the clauses of your agreement, with little to no previous notice.

How to Tell a Legitimate Lender from A Loan Shark in Singapore?

The best way is to check the Registry of moneylenders and see if the agency with which you’re planning to collaborate is even listed there. It isn’t? Well, in that case you are dealing with an unlicensed lender that’s likely involved in loan scams in Singapore.

 

A legitimate lender will have a physical office address and utilise the business name that appears in the Moneylenders register. We are registered under the name: “MONETIUM CREDIT (S) PTE. With unlicensed lenders, on the other hand, you will be hard-pressed to find the same level of transparency. Loan sharks are not listed anywhere; they often utilise fake company names, and they will likely directly contact you for loan collaborations, which is a big red flag and a telltale sign of loan scams in Singapore. Our team will not call you for advertising purposes, nor will we spam you on WhatsApp. Unsolicited messages, at least in Singapore, are equivalent to illegal lending practices.

We Follow Strict Guidelines

We are required by law to verify your identity in person, and the documentation necessary for your loan must be explained face-to-face. You can apply for our loans online; in fact, it’s something we encourage. But the actual signing of the contract and the cash disbursement must happen at our office. Loan sharks, on the other hand, try to avoid in-office meetings, and therefore, they could ask to meet in third-party locations, such as public squares or coffee shops.

 

That’s not all, however. Are you having trouble paying back your loan? Well, we cannot utilise abusive practices in order to recoup the money we lend. We must follow strict guidelines and we are not permitted to charge more than $60 per month in late fees. The same rules, however, don’t apply to illegal lenders.

 

A non-licensed lending agency might use threats in order to recover the borrowed sum, and, on top of that, they could change the terms of the agreement without notice. Loan sharks often refuse to give receipts for their services; in a lot of cases, they don’t even bother with signed contracts; they use fear as leverage, and they will rush you to agree to the loan terms and close the deal. Golden rule? If something is not right, especially when it comes to financial transactions, then you should listen to your intuition.

Are There Legal Risks?

Yes, actually, there are. UML is illegal in Singapore, and while the legal ramifications are typically concentrated on the lender itself, there are instances in which borrowers can be held responsible, IF there is verifiable proof that they have assisted the lender in any way. Per the information laid out in the Moneylenders Act of 2008, if a person’s SIM card, ATM card or internet banking token is utilised to facilitate illegal lending, that person is presumed to have assisted in the UML.

 

The punishments are severe, ranging from fines between $30,000 and $300,000 to six caning strokes and an imprisonment of up to four years. Now, most likely, the police will conclude that you were a simple victim of the illegal lender, and they will decide not to prosecute. But why take that risk? As long as there is a legal precedent, simply working with unlicensed lenders might land you in the crosshairs of the Singaporean police force.

Why Take That Chance?

Let’s say the police don’t get involved, and you don’t face legal repercussions for working with an illegal lender. There is still the giant problem of your null legal protection. When you are working with an unlicensed lender, the claimed interest is not legally enforceable, you cannot exactly sue the “agency” for disputes, you can’t rely on consumer protection laws, and the contract you signed, if it even exists, will be void.

 

In other words, if you fall victim to loan scams in Singapore, you will be on your own, and when it comes to financial matters, this is never a good thing. Our loan services, on the other hand, are fully protected under SG law, and if something goes wrong, you can be certain that your rights will be enforceable under the framework laid out by the MAS.

 

Don’t Get Dragged into a Financial Spiral

The financial services promised by unlicensed lenders might sound great at first glance. In fact, no matter how many stories about loan scams in Singapore you’ve probably heard, you might even be tempted to consider them. But the issue is that illegal lenders often charge daily or weekly interest for the financial services they offer. The legal framework applicable to legal lending agencies limits the maximum interest rate of commercialised financial services to 46% per year.

An illegal lender might, in some cases, offer an initial interest rate as low as 0.5%. But that interest will compound, and they could also add arbitrary fees and penalties whenever they feel like it. The goal, in many cases, is to trap you and raise that initial interest fee to values that will far surpass what you can find in the catalogue of legal lenders. Now, granted, you might think you have no choice; that your current financial situation doesn’t allow for a conventional loan taken out from a private, legal lender. But you will be mistaken.

There are always solutions to consider, and our agency is ready to work with you and find a financial plan that works for both parties. You shouldn’t utilise the services of illegal lenders. You will have no guarantees that they will actually follow up on the initial agreement, and if something does go wrong and you feel victim to one of the many loan scams in Singapore currently practised by unlicensed lenders, your hands will be tied.
