Car Loan Support for Singaporeans

Unfortunately, when it comes to the registration of personal vehicles, Singapore is one of the strictest countries in the world. Unlike other neighboring countries, in which certificates of entitlement are not really a thing, in Singapore the legal registration of a car is often significantly more expensive than the market value of the vehicle itself. On top of that, recent modifications in consumer demand, and anticipated reductions in the EV incentives schemes have restrained the available supply for car registration quotas, which in turn has had the adverse effect of rising COE costs.

 

Systems like the COE are not singular only to Singapore, but our country is special as it doesn’t really differentiate between ICE vehicles and EVs, like it’s the case in China, for example. In many Chinese cities, EV owners can obtain their license plate for free, while in Singapore, the process is pretty much the same regardless of vehicle type, and the price you will have to pay, as a future car owner will be determined by market bidding.

 

Yes, Singapore does provide certain incentives to EVs like the EEAI, which offers a rebate of 45% of the ARF, capped at S$15,000, or the VES, which includes a rebate of S$25,000 for EVs under the A1 band. That said, owning a car in Singapore is prohibitively expensive, and that’s by design. By pretty much all metrics, the public transportation system in our country is the best in the world, and the goal of the COE and ARF is to discourage the utilization of personal cars and thus reduce traffic congestion. How Much is COE in 2025?

As of October 2025, the premiums for COE categories are as follows: Category A vehicles, which include ICE cars up to 1.6L engines and EVs with batteries smaller than 110kW, have a quota premium of S$128,000 and a PQP of S$105,000. This represents a market rise of more than S$9,000. On the other hand, category B vehicles, which include ICE cars with an engine capacity larger than 1,600cc or EVs with batteries above the 110kW threshold, have a Quota Premium of S$141,000 and a PQP of 125,000.

 

For Category C, relevant for commercial vehicles and buses, the Quota Premium is S$74,000, and for Cat D, which is used by motorcycles, the COE median price is slightly less than S$10,000. Not least, Cat E features a quota premium of S$140,000. That said, in Singapore, the COE premium is only one of the several costs you will have to account for when deciding to register a vehicle. Since February 2023, the Singaporean government has also revised the ongoing rates of the Additional Registration Fees applicable in our country based on the vehicle’s OMV.

 

For the first S$20,000, the ARF is 100% of the OMV, while for anything above S$80,000, you will pay 320% of the OMV. What does this mean in practice? Well, let’s say you are interested, for example, in purchasing a 2025 Toyota Corolla with a 1.8L Dual VVT-I engine and 140hp. For this vehicle, with COE and ARF included, you can expect to pay between S$148,000 and S$168,000. All for a car that, in the United States, has an MSRP for the XSE variant of less than $29,000. How Is a Car Loan in Singapore Different from a Personal Loan?

It’s about the sums involved and the loan purpose. When obtained from a private lender like us personal loans are more flexible, as they can be utilized for everything, from securing your existing debt to investing in new monetary avenues or even paying off your children’s student loans. A car loan in Singapore, on the other hand, will be more restricted, as it can only be utilized for purchasing a new (or used) vehicle.

 

Moreover, while our personal loans can be of the unsecured variety and do not always necessitate collateral, the vast majority of car loans in our country are secured, and that’s because of the high costs associated with the ARF and the COE. Typically, the collateral for the car loan will be the vehicle itself, and the COE loan interest rate would be more advantageous than what’s usually possible with personal loans, as the duration of the credit will be longer and the risks for lenders are reduced, since you offer the vehicle as a guarantee.

 

The LTV is typically up to 70% of the vehicle’s OMV, and the loan tenure would often be less than seven years. What Is a COE Renewal?

In Singapore, your car’s Certificate of Entitlement only has a validity of ten years, and after its expiration, you will have pretty much two choices at your disposal. You can either deregister your vehicle, which means either scrapping it/exporting it to new markets, or you can renew your COE, at a cost that will depend on the Prevailing Quota Premium for the vehicle’s category. As of October 2025, the PQP for Category A cars is S$105,000. Do you want to renew your COE for 10 years? Then, you will have to pay 100% of this sum. You only want to do it for five years? Then, you will pay 50%.

 

The problems, however, arise if your COE expires but you don’t have the necessary funds to renew it. Per the SG regulations, you will have a grace period of one month to put your documentation in order. But if you miss that, you will have to deregister your car, which will lead to a substantial financial loss. At the same time, if you decide to renew your COE, you forfeit the remaining rebate you can obtain by deregistering your vehicle early.
